  17. <p>     For the past two years French President FRANCOIS
  18. MITTERRAND, 74, has made an unbroken string of political
  19. blunders, and now people are beginning to question his ability
  20. to understand a rapidly changing international scene. His latest
  21. mistake: publicly concluding that Gennadi Yanayev and his
  22. co-conspirators were "the men in charge" and calling sanctions
  23. "premature." This follows Mitterrand's efforts to broker a peace
  24. plan just hours before the deadline for Iraq to withdraw from
  25. Kuwait, and his vain attempt to halt German unification.
